Yes, it was found that H-1B 70% of all H-1Bs were awarded to people in India. All of these companies, LanceSoft, TekisHub, all these companies that have now been indicted by the DOJ, all of them are Indian-based. The reason why it's not illegal is because ethnic discrimination isn't illegal in India.
